DESCRIPTION: While this job opening will be available to outside candidates, current qualified employees with the City of San Jose will be given full consideration. This position develops and manages security policies and procedures for the City of San Jose's computer systems, which includes: developing security policies for Information Technology Department (ITD) systems and citywide network access; developing strategies to ensure adequate internet and intranet server security; managing user accounts, setting access rights and privileges, reviewing Enterprise Security Management (ESM) reports, and taking corrective action; performing risk analysis of physical security policies and procedures; managing ITD's internet firewall; and evaluating data from network security probes to analyze security weaknesses.

Minimum Qualifications: 1. Education: A Baccalaureate degree from an accredited college or university in Computer Science or closely related field. 2. Experience: Four years of increasingly responsible professional level experience in computer systems work, of which at least two years have been at a level comparable to a Senior Systems Applications Programmer or Network Engineer, with the City of San Jose. 3. Acceptable substitutions: Additional years of increasingly responsible computer systems/applications programming experience may be substituted for up to two years of the education requirement on a year-for-year basis; Completion of a Master's Degree in Computer Science, or a closely related field from an accredited college or university may be substituted for one year of the required two years of experience at a level comparable to a Senior Systems Applications Programmer; Possession of a current certification as a Certified Computer Professional or its equivalent may be substituted for one year of the required two years of experience at a level comparable to a Senior Systems Applications Programmer.

Desirable Knowledge, Skills, And Other Characteristics: Knowledge of strategies and criteria for protection against software viruses; Knowledge of firewall implementation and encryption use; Knowledge of disaster recovery and business continuity; Knowledge of security issues for Local Area Networks, Wide Area Networks, and departmental servers; Knowledge of security technologies including token, SET, and public key encryption; Knowledge of telecommuting remote access and remote connectivity including the use of Virtual Private Networks; Knowledge of VAX, AIX Unix, and NT systems.
