Regardless of the size or complexity of a local government, good job descriptions produce important benefits. In the 1990s, job descriptions have become more important than ever. One contributing factor is the Americans with Disabilities Act (ADA). Under the ADA, job descriptions take on new significance. Well written job descriptions help prospective and current employees better understand the expectations of the job. Supervisors have additional guidelines to hire, promote, and supervise for maximum effectiveness. Human resource professionals have the information to better recruit, examine, and select qualified candidates for positions.

In the 1990s, job descriptions have become more important than ever. One contributing factor is the Americans with Disabilities Act (ADA). The underlying premise of the employment section (Title I) is that people with disabilities who are able to work should have opportunities to do so. Employers must make reasonable accommodations to assure that these opportunities exist.

Under the ADA, job descriptions, particularly the lists of duties and responsibilities, take on new significance. In the event of an ADA challenge, employers must be able to show that employment decisions are based solely on the applicant's ability to perform the essential functions of the job, with or without reasonable accommodation.

A properly developed job description, prepared before advertising and interviewing, can be used as evidence of the essential functions which must be performed by the employee. Employers should be careful to accurately describe all essential job functions in the job description. Further nonessential or peripheral duties can also be listed, although they should be clearly distinguished from the essential duties.

The Model Job Descriptions For Local Government are pre-written job descriptions which serve all of the purposes described herein. The job descriptions and ADA information on the disks are formatted to work with any popular PC word processing program. Aailable formats include WordPerfect, ASCII (for Word/Win) and Macintosh. You can cut, paste, amend, combine, print or otherwise manipulate the descriptions any way you see fit. More than 2,000 local governments have used LGI's Model Job Descriptions.

The set also contains forty-two (42) pages of information, including LGI's "Guide to Writing Job Descriptions In a Post-ADA environment", an ADA sensitive Job Analysis Questionnaire, Guidelines for ADA Title I compliance, a sample application attachment form entitled "Special Notice To Applicants With Disabilities", an "Overview to ADA Title I Employment Provisions", and telephone numbers for Federal ADA technical assistance.

GENERAL PURPOSE

Performs a variety of unskilled or semi-skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replace ment of City/County water, sewer, street, and storm drainage facilities and systems.

SUPERVISION RECEIVED:

Works under the immediate supervision of a Maintenance Supervisor (or Insert title of immediate supervisor).

SUPERVISION EXERCISED

None.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Inspects and/or repairs chlorine machine, booster pumping stations, reservoir, meters, streets, drainage systems and sewer system at frequent intervals to insure that all aspects of the systems are functioning properly.

Maintains a variety of records relating to inspections, maintenance activity, water supply, consumption, etc.

Determines the locations of gas, telephone, power, television, water and sewer lines from the appropriate sources prior to excavation.

Responds to complaints regarding water leaks, pressure loss or no water; evaluates situation; explains findings to supervisor.

Contacts residents and business owners in area where services will be discontinued and explains when services will be shut off and how soon it will be turned back on.

Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.

Drives trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel and sand.

Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.

Performs all duties in conformance to appropriate safety and security standards.

Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying and backfilling.

Cuts, fits, lays, repairs, taps, cleans and flushes water mains, pipe, gates and fittings on repair of mains and services and installation of services, fire hydrants and drinking fountains; assists in shutting off broken sections of water mains.

Services water supply, sewer lift and other pumps.

Operates a variety of power construction and maintenance equipment used in the water, sewer and street department.

PERIPHERAL DUTIES

Serves on various employee or other committees as assigned.

Assists as needed in taking inventories.

Assists as needed in ordering, procuring, unloading and stocking maintenance materials and supplies.

Assists in checking/reading meters, and in connecting or disconnecting utilities.

DESIRED MINIMUM QUALIFICATIONS

Education and Experience:

(A) Graduation from high school education or GED equivalent, or (B) Any equivalent combination of education and experience.

Necessary knowledge, Skills and Abilities:

(A) Some knowledge of equipment, facilities, materials, methods and procedures
used in maintenance, construction and repair activities; (B) Skill in operation of some of the listed tools and equipment. (C) Ability to perform heavy manual tasks for extended periods of time; Ability to work safely; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, other departments and the public; Ability to understand and carry out written and oral instructions.

SPECIAL REQUIREMENTS

Valid State Driver's license and CDL certification, or ability to obtain one.

TOOLS AND EQUIPMENT USED

Motorized vehicles and equipment, including dump truck, pickup truck, utility truck, tamper, plate compactor, saws, pumps, aeroil propane kettle, compressors, sanders, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, ditch witch.

PHYSICAL REQUIREMENTS

The physical requirements listed in this section include, but are not necessarily limited to, the motor/physical abilities and skills required of this position in order to successfully undertake the essential duties and responsibilities of this position. In accordance with the Americans with Disabilities Act (ADA), reasonable accommodations may be made to empower individuals with disabilities to undertake the essential duties and responsibilities of the position.

While undertaking the the essential duties and responsibilities of the position, the employee must periodically sniff or smell, speak and listen, brace or balance, walk, sit, bend, stoop, kneel or crawl. The employee must repeatedly use arms, hands or feet to grip, hold, push, or minipulate various objects, tools, controls or equipment.

The employee must repeatedly lift and/or move up to 30 pounds and periodically lift and/or move up to 100 pounds. The employee must be able to differentiate colors, clearly see snall objects at close range, see clearly at distances of more than 25 feet, and have reasonable peripheral vision and depth perception.

ADVERSE WORKING CONDITIONS

The adverse working conditions listed in this section include, but are not necessarily limited to, those environmental conditions to which the employee may be exposed while undertaking the essential duties and responsibilities of the position. Reasonable accommodations may be made in accordance with the Americans with Disabilities Act (ADA) so that employees with disabilities may successfully manage in said working conditions.

In this position, the employee is periodically exposed to wet or humid conditions; smoke, fumes or dust; tight or confined spaces; hazardous materials; or shaking, rocking and/oror vibrating equipement.

The noise level in the work environment is usually noisy.
