POSITION: Human Resources Director

AGENCY: City of Medford, OR

COMPENSATION:
Salary: $60,825 - $77,613 (Additional 5% differential available for Master's Degree Public Administration with emphasis in Personnel Management.) City provided insurances on completion of designated waiting periods: Full-family medical, dental, and vision; employee $20,000 life and long-term disability. Twelve holidays, three weeks vacation, and twelve days sick leave accrued per year. Eligible for fully paid PERS after six months.

DESCRIPTION:
Located in the beautiful Rogue Valley approximately 20 miles from the California border on the I-5 corridor, Medford is a fast growing community of approximately 60,000, the county seat of Jackson County (population 173,000), and the core city for the Southern Oregon metropolitan area. Medford is 30 minutes from the local ski area, 30 minutes from the famous Rogue River (salmon and steelhead), and only 90 minutes from the pristine Oregon Coast. Plans, organizes, coordinates and directs the varied, multi-dimensional activities of the Human Resources Department including recruitment, testing, and selection; classification and compensation; employee benefits; labor relations; contract administration; worker's compensation and unemployment benefit claims; personnel rules, regulations, and policies; new and departing employee orientations; and the performance evaluation program. Qualifications:
Knowledge of the principles, practices, and techniques of personnel administration, including recruitment, selection, classification, salary and benefit administration, training, labor negotiations, and employee safety; State and Federal statutes and court decisions relating to employment, labor relations, and civil rights; and principles and practices of organization, supervision, administration, and budgeting. Skill in analyzing problems and proposing solutions; and developing, interpreting and implementing policies, procedures, and contracts. Ability to communicate effectively orally and in writing; effectively negotiate and implement labor contracts; do research and prepare reports; work independently and delegate responsibility; plan, supervise, and evaluate the work of assigned staff; perform mathematical calculations; establish and maintain effective working relationships with others, including elected officials, department heads, bargaining unit representatives, employees, and citizens of varied racial, ethnic, and socioeconomic backgrounds.
Education and Experience: Five years of progressively responsible experience in public personnel administration, including supervisory and labor relations experience, and graduation from an accredited college or university with a bachelor's degree in personnel relations, business administration, public administration, or a closely related field, or any satisfactory equivalent combination of experience and training providing the desirable knowledge, skills and abilities. Master's degree desirable in Public Administration with emphasis in Personnel Management.
