DESCRIPTION: The City is recruiting a well qualified analyst to develop, manage and monitor cable, telecommunications and utility franchise programs in order to erasure compliance with requirements for public right of my use. Newly created position in the Finance Dept. will develop standard telecommunications franchises, perform stonework to support negotiation of franchises, prepare reports, ordinance and monitor compliance. Requires thorough experience in fiscal or management analysis; 4-yr. Degree or equivalent, demonstrating thorough knowledge of state, local and federal regulations concerning telecommunications and industry standards coupled with needs of local government and citizen interests.
