DESCRIPTION: Reporting
to the City Administrator, the Chief
Financial Officer (CFO) is a member of the executive team, and manager of the
office of financial services located in the executive department. This
position is responsible for a staff of 9. The
CFO performs a variety of complex supervisory, professional, administrative and
technical accounting and finance functions in maintaining the fiscal records and
systems of the municipal government. The current CFO is leaving to accept
another position in a neighboring community.
DESIRED
QUALIFICATIONS:
Education and Experience: Graduation
from an accredited four-year college or university with a degree in accounting,
finance, or a closely related field, and seven (7) years of progressively
responsible government accounting or finance work, with at least two years
experience in a supervisory capacity. CPA preferred but not required. Working
knowledge of Eden Systems is highly desirable. Necessary
Knowledge, Skills and Abilities: The
ideal candidate will have considerable knowledge of modern governmental
accounting theory, principles, and practices; considerable knowledge of internal
control procedures and management information systems; considerable knowledge of
office automation and computerized financial applications; considerable
knowledge of public finance and fiscal planning; thorough knowledge of payroll
and accounts payable functions; working knowledge of budgetary, accounting and
reporting systems, including GAAFR, GAAP and GASB; ability to prepare and
analyze complex financial reports; ability to maintain efficient and effective
financial systems and procedures; ability to effectively supervise staff;
ability to establish and maintain effective working relationships with
employees, city officials; ability to communicate effective orally and in
writing.
The City of Bonney Lake (15,740 pop) is a rapidly growing bedroom/retail
community located 35 miles Southeast of Seattle, and 19 miles East of Tacoma.
The City is noted for its many lakes, and is home to the largest and most
popular recreational lake in Pierce County. The City government is a
progressive, professional organization with positive relations between council
and staff.. The Office of Financial Services resides within the Executive
Department, and consists of 9 staff members.
The City has a full-time staff of 128, and
a 2007-2008 Biennial General Fund budget of $30,540,511; with a total
biennial budget of $140,490,828.
