Reporting directly to the Community Development Director, and working closely with the City Engineer, the Engineering Services Manager directs the operations of the Engineering Services – Land Development Division. This includes supervising the division’s staff and offering support where needed. The work performed by the Engineering Services Manager requires a high level of technical proficiency in civil engineering and land use administration, as well as management skills. This position will manage services and activities of the Land Development Division. This entails preliminary engineering review for private development projects, construction plan review, and construction inspection to ensure compliance with City regulations, design standards, and policies and procedures. He or she will monitor and assist the plan review and permit issuance process, including investigating and resolving complaints and inquires. The Engineering Services Manager is responsible for developing and managing the division’s budget, as well as developing short and long-range plans for the division.  When necessary, the Engineering Services Manager will recommend and implement new land development review systems, policies, and procedures. The position oversees and authorizes engineering approvals of road, water, sewer, and storm water engineering plans for land development applications.  The new Manager will review developer extension plans for city utilities and streets in accordance with city standards and requirements. The Engineering Services Manager responds to inquires or complaints from internal and external customers regarding zoning, subdivisions, annexations, conditional use permits, variances and other land use regulations.  The Engineering Services Manager represents the City at a variety of public meetings with regard to land development issues and applications. He or she may also represent the City on inter-agency committees dealing with land development issues.

 A Bachelor’s of science degree in civil engineering or a related engineering or planning specialty, or a combination of education and experience that provides equivalent knowledge is required. Five years related professional experience, including two years of supervisory experience, is required. Current registration as a Professional Engineer in the State of Washington (or ability to obtain in six months) is required.
