DESCRIPTION:  New Castle is a small, picturesque and very historic community in northern Delaware, about 10 minutes from Wilmington and 45 minutes from Philadelphia, bordering the Delaware River. The City is three square miles, population 5,000. Position is appointed by a five-member Council, including four Council members and one Council President. The Mayor is separately elected and does not serve on Council. We seek a dynamic individual to lead the Public Services Department unionized operations, including the divisions of Public Works and Building/Planning/Zoning/Code Enforcement. Public Works responsibilities include refuse collection, parks maintenance and management of infrastructure (i.e., roads and drainage system). Other responsibilities include management of building official/inspector, engineering/land planning activities and code enforcement. A background in engineering, strong skills in grant writing, personnel and budget management a plus.

The most effective Director should posses the following: Positive attitude with an ability to lead teams and deliver results; College Degree desirable and/or strong engineering aptitude; Ten years work experience with proven supervisory results including budget preparation, grant writing and administration of union contracts; Excellent interpersonal, written and oral communication skills to deal effectively with the public, as well as members of City Council, City Commissions, DelDOT, DNREC, engineers, builders, contractors and other City personnel; Computer and Internet skills to develop communication and management reporting/analysis using spreadsheets and other tools; Strong analytical and problem solving skills required; Ability to develop RFP's, RFQ's, bid specifications and prepare cost and ROI estimates for public works projects helpful; Ability to interpret construction plans and specifications with an ability to evaluate compliance with zoning, subdivision, and building codes; Knowledge of the ICC IBC, and other City building and zoning regulations, desirable; Working knowledge of aspects of City management including the following: Ordinances, regulations, policies and Code enforcement; Methods, materials, equipment, and practices used in building construction; Roadway design, drainage structures, street department operations (trash collection, street maintenance, snow and ice control); Familiarity with DelDOT standards helpful.

GENERAL DESCRIPTION
The position directs the Department of Public Services, including divisions of Public Works, Building and Code Enforcement. Duties include staff supervision, establishment of short- and long-range plans, policy and procedure development, management of departmental activities and events, preparation of budgets and evaluation, documentation and reporting on events and activities to the City Administrator and elected officials.

PRIMARY DUTIES: This list represents the essential tasks performed by the position. Additional duties may be assigned by management as required.

Supervises staff, including establishment of staffing standards, training, assigning and evaluating work, counseling, disciplining and recommending termination; including union contract administration.

Develops goals, objectives, policies and procedures for departmental activities and programs in consultation with regulatory agencies, elected or appointed officials, senior management, department heads, and staff.

Monitors and researches trends, new methodology and technology, laws, rules and City policies to develop and enhance public service processes and activities and plans for future expansion to meet growth needs; includes grant research and writing.

Directs departmental activities, including coordinating with the City Engineer, grounds and street maintenance, drainage, solid waste collection, planning, inspections and evaluations, contingency planning, emergency planning (including NIMS/ICS), safety and other activities, processes or programs.

Advises and consults with elected and appointed officials, commissions, federal or state regulatory agencies, department heads, developers, civic or private groups and/or individuals on department-related problems, strategies, policies and procedures.

Represents the City on regional and local boards or committees and at meetings concerning public services issues; makes presentations to elected or appointed officials, department heads and staff and other public or private agencies or groups on significant public services issues or programs.

Oversees administrative matters such as developing and defending departmental budgets, administering expenditures, conducting special studies, preparing departmental capital improvement program, managing correspondence and records, reviewing contracts and bills, preparing routine and special reports, administering training, providing for technical or professional growth of staff and other administrative duties.

Instructs or trains others through explanation, demonstration and supervised practice, or by making recommendations on the basis of technical disciplines. Develops and implements short- and long-range plans and programs to support the goals and objectives of the organization.

Requires responsibility and opportunity for achieving widespread economies and/or preventing losses through the management of a department that has an organization-wide impact or significant impact on the general population.

Requires responsibility and authority for the development of policies regarding the provision of continuous enforcement of the laws and standards of public health and safety.

EDUCATION REQUIREMENTS:
Requires minimum Associate's Degree or equivalent in business management, civil engineering or a closely related field

LICENSES, CERTIFICATIONS, AND REGISTRATIONS REQUIRED:
Requires valid Delaware Driver's License

EXPERIENCE REQUIREMENTS:
Requires more than five years of related experience
