DESCRIPTION: Under administrative direction of the Public Works Director is responsible for the administrative direction, coordination of personnel and activities of the Public Works Departments, including street/solid waste collection operations and sign/traffic control and utility divisions; Performs related work as required.
EXAMPLE OF DUTIES: Supervises, hires, trains and disciplines personnel in the Street/Solid Waste, Sign/Traffic Control and Utility divisions of the Public Works Department; Plans, directs, assigns, organizes and inspects the work of subordinate staff in the construction, operation, and maintenance, repair, construction and cleaning activities of city streets, alleys, parking lots, snow removal and ice control, the collection of solid waste and traffic control; Responsible for the maintenance, repair and replacement of the utility sanitary and storm sewer collection system and water distribution systems; Establish and implements and supervises preventive maintenance and repair schedules for city, streets, alleys, parking lots and all equipment used in the operation; Assists in preparation of annual departmental budgets and maintain departmental inventory; Investigates and prepares estimates on damage to city equipment, property, works with insurance carriers and law enforcement; Prepares specifications and bid documents on departmental equipment and materials; Responsible for cost estimates and work assignments; Approves disbursements of funds for equipment and supplies; Requisitions necessary materials and supplies; Responsible for necessary instructions, recommendations, alterations, improvements, construction and repair operation of the Street/Solid Waste, Sign/Traffic Control and Utilities divisions in the Public Works Department; Prepares work orders and initiates and issues instructions and work assignments to foremen; Plans and directs the streets, snow removal and cleaning programs and solid waste collection by designating routes and areas; Co-ordinates all Public Works activities with all other city departments; Supervises maintenance of payroll records and personnel records; Responsible for compliance with State, Federal and Municipal regulations and maintains appropriate records, reports, reviews or surveys as required; Responsible for carrying out administrative directives and to follow-up through inspection on complaints and concerns and issue appropriate corrective measures; Maintains public relations; Establishes and maintains liaison with related city departments and other utilities.
DESIRED KNOWLEDGE, SKILL AND ABILITIES: Considerable knowledge of effective methods of administration and supervision of materials, equipment, methods and practices essential to the construction, maintenance and repair of city streets, alleys and parking lots, and traffic control practices, signage and signal equipment, water distribution and sanitary storm sewer collection systems; Considerable knowledge of proper procedure, techniques, materials and equipment in public works. Skill to effectively supervise and direct individuals tactfully; Ability to plan and carry out assigned work programs, maintain effective working relationships with employees and the general public and to work under pressure and public criticism. Possess administrative ability and good communicative skills, both oral and written, and the ability to deal tactfully with personnel and public.
MINIMUM QUALIFICATIONS: Graduation from an accredited College or University with a bachelor’s degree in engineering, Industrial Technology or related field, and three (3) years of applicable experience in the construction/engineering field; two (2) of which must have been in a supervisory capacity; or an acceptable combination of experience and education. Basic surveying knowledge and design standards as applied to construction required.
CERTIFICATES AND LICENSE: Must possess and maintain a valid South Dakota Commercial driver’s license (B/N). Must obtain Class III Water Distribution and Class III Sanitary Collection within 18 months.
OTHER INFORMATION: Must be able to perform physical and manual labor and able to do medium to heavy lifting; Must be able to work under a variety of conditions; Must be extremely safety conscious available for on-call and weekend duties.
RESIDENCY; Must reside within the Aberdeen City limits.
