DESCRIPTION: Spokane Valley is located on the eastern border of the State of Washington. Situated between the Rocky and Cascade mountain ranges, Spokane Valley is protected from damp coastal weather and is shielded from bitter cold winters.  Friendly people, natural surroundings and beautiful weather are part of what make Spokane Valley a favorite destination for visitors from all over the world. The City’s Parks and Recreation Department is composed of five divisions:  Administration and Parks Maintenance, Recreation, Aquatics, Senior Center, and the CenterPlace Division, a conference and event facility. The overall goal of the department is to provide quality recreation programs and parks acquisition, renovation, development, and operation and maintenance of parks and recreation facilities. The Department is comprised of 9 FTE’s and has a 2008 General Fund Budget of $2.64 million.

Reporting directly to the Deputy City Manager, the Parks and Recreation Director is responsible for directing and implementing a year-round, city wide parks and recreation program including the management of the senior center, municipal swimming pools, CenterPlace, and parks and open spaces. He/She will plan and organize the workloads of staff as well as train, motivate, and evaluate assigned staff. The Director will need to negotiate and administer leases and contracts with other governmental, quasi-governmental, private businesses, and individuals. He/She prepares, monitors and evaluates parks or recreation service contracts with Spokane County or other agencies. The Director is also responsible for operation of CenterPlace, a versatile conference and event facility ideal for a number of activities. The Parks and Recreation Director is responsible for the annual operating budget as well as the overall department budget. Responsibility for developing policies and procedures is a function of this position. The Director develops and implements the parks, recreation and open space master plan. The planning area is 38.5 square miles, including 171 acres, 9 city parks, and various facilities for which the Director is responsible.

Requires graduation from a college or university with a Bachelor's degree in recreation, physical education or a related field, including course work in organization and administration is required. A master’s degree is preferred. Six to eight years of progressively responsible experience in parks and recreation programs or related field, including at least two years supervisory experience is required. An equivalent combination of education and experience is acceptable.
