POSITION: GIS Administrator EMPLOYER: Whatcom County Division of Information Technology, Bellingham, WA CLOSING DATE: May 22, 2008 COMPENSATION: $4,815 - $6,213 / Month, DOQ (2008 Salary under review). Certain positions will be subject to testing for job-related skills, driving record checks, drug tests and a physical examination.DESCRIPTION: The GIS Administrator is responsible for planning, organizing, coordinating and directing the efforts of staff, and other work and community groups to accomplish the work, mission, goals and vision of Whatcom County’s Geographic Information System (GIS). Exercises independent judgment and discretion in performing and providing oversight for highly complex problem solving relating to GIS. Performs specialized project management tasks related to the technical development, establishment of protocols and maintenance of the GIS database for countywide GIS repository, ensuring development and maintenance of the centralized server, base map and associated layers. Coordinates with GIS users throughout the County in the design, development and implementation of the geographic information system and related products to meet varied needs and functions. Requires considerable interaction, cooperation, and collaboration with County department heads and other agencies. Serves as chair and/or facilitator of coordinating committees. Acts as a technical resource and mentor for County departments, assisting them in developing GIS strategies. Represents Whatcom County by maintaining a professional approach and demeanor in all activities. Ensures compliance with department/county policies and procedures, collective bargaining agreements and legal requirements. Develops relationships with staff, other departments and individuals outside county government that encourage participation, teamwork, effective relationships and use of resources. May serve as a member of the division’s leadership team. QUALIFICATIONS: Requires a Bachelor’s degree in Geographic Information Systems, geography/cartography, computer science, information systems, systems engineering or a closely related field AND four years of current, progressively responsible related experience INCLUDING at least two years of project management experience. At least two years utilizing Environmental Systems Research Institute (ESRI) products is required. Working knowledge of GIS database integration and implementation is required. Two years of supervisory or lead experience is desired. Knowledge of local government practices and procedures is desirable. SPECIAL REQUIREMENTS: Must have a driving record that meets County standards and possess a valid driver's license at time of hire and throughout employment. Background check must meet County criteria for security sensitive positions. Must pass job related tests.
